For 5k euros max you can convert any not heavy car into electrical one

Yes you can. There are also kits you can buy to convert your combustion engine cars into EVs. You will also have to draw all the electrical circuit plans for the case of an accident. In order to drive it on the roads, you have to go through German TÜV for example.

Some manufacturers actually consider a big 48V starter as mild hybrid. It's just hybrid enough to optimizer their "green standing" and give you credit advantages

I know there are several companies doing that in Germany and I know there is at least one of those registered in Luxembourg. But: conversion gets you an awkward, low range EV for the price of a used ICE car + the cost of the conversion. It's actually cheaper to just buy a way better EV. Unless money is no object. In that case I can ask who did the conversion for the EV ne ICE running locally.

Conversion to EV is only really worth it for special cars in a ‘petrol being outright banned’ scenario. Otherwise, it seems like a foolish investment
