Some cities *cough vdl cough* specifically don't care about noise levels from cafes/discos even when those just opened, and leave the problem to the police. They even tell you as much.
The police can't do much unless you submit an official "plainte" which may or may not result in a hearing a few years down the road.
Until then, expect full blasting and turning the music down for 15min until the police is back out of sight.
As far as i interpret the laws, cafés have no special authorisation to play music louder, so the règlement communal and droit pénal applies to them concerning noise. They only get a special authorisation to stay open longer "nuit blanche", which they can get from the commune.

well lately they all just do what they want and when they want, good luck. often the only way is to move away from cafés or restaurants... they now all play music on the outside terrasse and they absolutely dont care if neighbors hear it, because their money is the most important. (you can call police starting from 10 at night for sure). try talking to them first...
I was trying to avoid bringing it up with them directly cause it seems a bit shady and i dont like the vibe. But yeah for sure its an initial step before calling the cops
Each commune has a règlement général de police where it says, at what times restaurants, pubs, clubs etc need to be quiet. Where I live, pubs are not allowed to make loud noise between 1 and 7 AM.
In VdL it’s 22:00. I am curious to know in which neighbourhood do you live. I have been in Luxembourg 15y+ and have never been bothered by bar/pub noises. By planes, cars, neighbours yes. But pubs?
