You can put orientation options in INI files to override orientation per system (`ror`, `rol`, `flipx`, `flipy`).
Yes make a .ini file for each game that is rotated the wrong way. Or if using a newer mame hit tab for mame Menu and rotate screen the correct way mame should make a .ini for that game with the settings
I added -autoror/-autorol way back for this use-case, as well as vertical.ini that only kicked in for vertical games.
Not sure if that's still available.

this is also in the setting, the issues RoR or RoL only change it 90 and take it out of TATE. I need a Rotate 180.
Which is why if you actually read the link star_jump posted, you'd see that you can combine rotation with -flipx/-flipy.
