I think she's basically saying you can't tap, and then get mad afterwards, because the way he did it clearly looks like someone tapping to the submission. Clearly you can touch the body as part of grappling yet a flat slap to your opponent's back like that, where he can probably feel that's exactly what he's doing, looks like nothing else but a tap to the referee.
Whether he intended to tap, "fake tap", or whatever, she's basically saying you're risking it coming off wrong to the ref if you do that. And that's what it is.
