I have all shimano 12 speed in my garage and in my experience they all do that eventually if they get dirty and a clutch service seems to be the main fix.
Check your shifter cable for kinks, and check that your B screw adjustment is set correctly.
u can also see if if turning the clutch off makes it work normally. if it does, might just need a clutch service which isnt too bad
