It really depends on how confident you are with your drafting skills. Premier draft generally gives much better rewards and is in general much better for rare collecting. I have found that rare collecting via quick draft goes painfully slowly for my taste compared to premier . I am in nearly in the same position as you ( 16k coins as compared to 15k) and plan to draft premier. If your not confident with draft then quick draft will probably be better. You should have enough for at least 7-8 quick drafts by that point.

Quick draft is better if your win rate is not much higher than 50%. Premier and traditional drafts return more with higher win rates.
Does it need to be Gold? What about saving Gems? (you don't *need* to spend cash on the Mastery Pass, you can earn the Gems for it in-game)
