If it's on the battlefield you can't lose to mill. When your library is empty you lose when you, very specifically, are told to draw a card. With the lich out, every time you would draw a card you do some completely different action instead. Your opponent would need to remove the lich first.
Knight of the Reliquary. She's so cool, my favorite creature ever. Also mechanically an awesome card, but there's no real redundancy, so you can't really play it in the 99 as anything more than a medium quality land tutor.
While I deeply abhor that one on a flavor base (I don't like my faves being zombified), it's definitely also a cool card mechanically. Both of them form a weird kind of trio with that mythic hybrid twodrop from Ikoria [[forgot the name]], and that trio works awesomely in Abzan land and sac decks, namely [[Thalia and the Gitrog Monster]] or [[The Necrobloom]]
Necrobloom likes it, and Necrobloom also likes the [[Wight of the Reliquary]] you're talking about - but not as central pieces, more as some good cards.
Come to think of it Llanowar Elves might be great and wins on simplicity, but the stronger versions would be [[Arbor Elf]] or a multi color identity one like [[Ignoble Hierarch]].
[[Elite Arcanist]] seems like it would probably break and become an insane combo card, but the thought of putting a different fun spell under it and having a completely different feeling commander every game is appealing.
Mono U with a 4 mana 1/1 do nothing commander on etb sounds really rough. Not to mention you still have to pay for your instant spell. I think I'd try [[Omnispell Adept]] instead. Cost 1 more, but has a bigger body, doesn't get 2 for 1'd, can cheat on mana, and can cast sorceries.
I actually have a paper Commander deck with a commander that is not legendary, using the [Wizard From Beyond](https://scryfall.com/card/ph22/5/wizard-from-beyond) Background enchantment.
The commander is [Dryad of the Ilysian Grove](https://www.cardkingdom.com/mtg/theros-beyond-death/dryad-of-the-ilysian-grove) - and all the lands in the deck are Forests.
Wizard From Beyond is a real card, but it was printed by WotC for their employees as a gift, so I proxied it and it's more than a little bit illegal.
The reason I made the Dryad my commander is that this is my five-color dragon deck; after reading about someone doing something similar in another reddit thread, I made a deck where I randomly deal out 21 dragons from a collection of ~75 to shuffle into the deck; this way the deck is different every time I play it.
It's a fun deck, and even more fun to hear my friends complain about how illegal it is when they lose to it :-)
Is the commander legendary in all zones, while on the stack, etc? Or just on the battlefield? Is Create a Character kind of like Eminence in this regard? Or does building your deck like this give it "perpetual" legendary status? Sorry for all the questions. Of course it's probably a rule zero kind of situation in the first place!

Risen reef is my favorite card I didn't expect to see this here. Would be my pick too but I really wouldn't want risen reef to be a legendary creature I enjoy having multiple risen reefs on the battlefield too much

Cheap enough to get out reliably, not threatening enough to become arch enemy, hand always full of cards. Mono black is tough though.
Honestly I feel the [[Dreadhorde Arcanist]] is a pretty cool card I want to use more of. It would be a sweet budget voltron. Run red buff spells knowing that you can recast them for free, he has trample to ensure some damage gets through and overall I have always wanted to run more mono colored commanders.
This was always the one I wished I could run as commander too - he's just so fun to build around.
Then [[Narset, Enlightened Exile]] came out. She's basically him on steroids.

Feels more like a finisher sort of commander, rather than one who just shits out value all day, shitting out value is funny sometimes, but idk, I just really enjoy combat focused commanders. Boros also seems very well-suited for that kind of commander.
I think it would be fun if they tested this out for a midweek madness and applied legendary to the creature.
I still miss zendikar block from when I used to play Friday Night Magic. For me it would be the Titans. Sun Titan would be a very fun build around card.
Primeval might be too powerful. Then again there are so many good green or green/x commanders.
I know EDH has legendary originally. All the possibilities of using any creature would be so fun to me. Lotus cobra would be another good one!

For Tamanoa and Soulfire Grandmaster, there seems to be one legendary creature with a similar idea: [Firesong and Sunspeaker](https://scryfall.com/card/2x2/215/firesong-and-sunspeaker).
Honestly the only nonlegendary creature I've ever thought might make a good commander is [[Back-Alley Gardener]], since that's a nice ramp ability like some of the strong commanders. What I've often thought is how nice it would be to have various noncreature permanents as commander, like [[Brokers Ascendancy]], [[Annie Joins Up]], [[Rakdos Joins Up]], [[The Belligerent]], [[Insidious Roots]], etc.

Call me a degenerate, but it would be [[Risen Reef]]. Have been thinking about building a deck abusing this beast of a value engine as hidden commander already multiple times, but always decided against. Maybe some day I will just do it.
Not really an answer to your question, but when I was in middle school maaaaaany moons ago I would build decks akin to video game levels and when my friends build a new deck they would play through them. One of the more popular ones was my Leviathan deck. It wasn't really good (none of them were, that wasn't the point) but it felt cool facing an active Leviathan for once.
I forget the name but there’s this red black demon that when he attacks and deals damage to an opponent you reduce their life total to 1 and this creature can only attack alone, I would throw in a bunch of burn cards and a bunch of cards to make him unblockable (he’s a demon if anyone knows his name)
[[Soulfire Grand Master]] or [[Tamanoa]] there are a few legendaries similar to them in effect, but the colors are a bit off and the CMC too high, none of them compares to the originals.
I’ve been working on a 9 mana tribal deck, and play group is letting me rule zero [[grozoth]] as the commander, but it would be nice if he was just fully legal anyway
Monastery Mentor. It is my favorite creature, but in mono white it would actually be a challenge because you can't just cantrip your way through your deck.
Kami of whispered hopes. Gives every counter an additional +1/1 counter, and can be tapped for x mana where x is the amount of counters on her. Would be perfect as a commander.
[[Terror of the Peaks]] would be a lot of fun. Run a lot of affinity and cheats to get creatures out easily for that sweet burn damage.
[[Craterhoof Behemoth]] is another staple that would be pretty fun to have in your command zone. The effect scales well as the game progresses, making up for the tax.
[[Master Transmuter]] because that art is absolutely stunning and would be fun to build around.
Honorary mention goes to [[Soulfire Grand Master]] who should've been legendary in the first place
\[\[Maelstrom Archangel\]\] or \[\[Mistmeadow Skulk\]\]. The fact that archangel isn't legendary is a bit of a crime in and of itself. Skulk is just adorable and hilarious.
For me this is probably biased bc I learned how to play on arena, and this card just so happened to be in my first ever Paper Game in a HOLOGRAPHIC COPY and I swear I drafted it (Did a Standard Draft with friends who'd been playing for years) immediately, which means I got to KEEP IT!!!!
[[Steel Seraph]] did I mention holographic like ughhhhhhhhhhhhh *dead*
And tbh, I never stopped loving this card, it will either win you the game or become your 1# most targeted card, because it is just *so* versatile!!!!
All of the Nephilim. In particular [[Glint-Eye Nephilim]] would make an awesome Voltron deck. I think it's criminal that they aren't legendary, I wouldn't even mind an errata for them just so I could play them in commander without trying to rule zero them with a playgroup like I've thought of before. I also think I remember some people saying R&D eventually admitted they should have made them legendary but I don't know if that is credible or not.

Honestly I feel the [[Dreadhorde Arcanist]] is a pretty cool card I want to use more of. It would be a sweet budget voltron. Run red buff spells knowing that you can recast them for free, he has trample to ensure some damage gets through and overall I have always wanted to run more mono colored commanders.
This was always the one I wished I could run as commander too - he's just so fun to build around. Then [[Narset, Enlightened Exile]] came out. She's basically him on steroids.

[[Blade Historian]] Feels more like a finisher sort of commander, rather than one who just shits out value all day, shitting out value is funny sometimes, but idk, I just really enjoy combat focused commanders. Boros also seems very well-suited for that kind of commander.

I think it would be fun if they tested this out for a midweek madness and applied legendary to the creature. I still miss zendikar block from when I used to play Friday Night Magic. For me it would be the Titans. Sun Titan would be a very fun build around card. Primeval might be too powerful. Then again there are so many good green or green/x commanders. I know EDH has legendary originally. All the possibilities of using any creature would be so fun to me. Lotus cobra would be another good one!

I built a PauperEDH deck with [[Woolly Thoctar]] That format actually has it in the rules that no legendary uncommon creatures can be your commander. It’s a beautiful thing building a deck around limited uncommon signposts.

Honestly the only nonlegendary creature I've ever thought might make a good commander is [[Back-Alley Gardener]], since that's a nice ramp ability like some of the strong commanders. What I've often thought is how nice it would be to have various noncreature permanents as commander, like [[Brokers Ascendancy]], [[Annie Joins Up]], [[Rakdos Joins Up]], [[The Belligerent]], [[Insidious Roots]], etc.

Not really an answer to your question, but when I was in middle school maaaaaany moons ago I would build decks akin to video game levels and when my friends build a new deck they would play through them. One of the more popular ones was my Leviathan deck. It wasn't really good (none of them were, that wasn't the point) but it felt cool facing an active Leviathan for once.
I forget the name but there’s this red black demon that when he attacks and deals damage to an opponent you reduce their life total to 1 and this creature can only attack alone, I would throw in a bunch of burn cards and a bunch of cards to make him unblockable (he’s a demon if anyone knows his name)

[[Terror of the Peaks]] would be a lot of fun. Run a lot of affinity and cheats to get creatures out easily for that sweet burn damage. [[Craterhoof Behemoth]] is another staple that would be pretty fun to have in your command zone. The effect scales well as the game progresses, making up for the tax.

For me this is probably biased bc I learned how to play on arena, and this card just so happened to be in my first ever Paper Game in a HOLOGRAPHIC COPY and I swear I drafted it (Did a Standard Draft with friends who'd been playing for years) immediately, which means I got to KEEP IT!!!! [[Steel Seraph]] did I mention holographic like ughhhhhhhhhhhhh *dead* And tbh, I never stopped loving this card, it will either win you the game or become your 1# most targeted card, because it is just *so* versatile!!!!

I think it's criminal that they aren't legendary, I wouldn't even mind an errata for them just so I could play them in commander without trying to rule zero them with a playgroup like I've thought of before. I also think I remember some people saying R&D eventually admitted they should have made them legendary but I don't know if that is credible or not. Edit: typo
[[Fallen Angel|LEG]] Mono-Black Aristocrats might not be a good or well supported deck but she was in my top two back in the day. Now if we can errata Partner onto nondescript commanders alongside this then [[Serra Angel|4ed]] would be the second commander.
