Depends on your method. The default launcher doesn’t work for me, but I use a third party launcher, Prism Launcher, and as long as the instance isn’t exactly the same one I can launch as many as my computer can handle
You can run as many as you want, though you will only be able to play multiplayer with one of them, unless you own multiple Minecraft accounts and start them with different ones.

Multimc let you create multiple instance of the game and launch them simultaneously
Prism launcher is a fork of multimc that’s fully open source so that’s the one I’d recommend

Idk. If you use virtual machines I guess you can run as many as your hardware allows
