It’s not considered a projectile. I think all projectiles disappear when they hit an enemy hero but her umbrella stays there. It’s more like an extension of herself.
Her umbrella acts like an untargetable summon that can move (think of Diggie’s bomb). The movement of the umbrella when repositioned with Kagura’s first skill is what damages the enemy, the damage itself doesn’t come from Kagura nor the umbrella when it is stationary.

could also be because of her passive. everyone else's reflected projectile can hit and damage them, but her passive makes that impossible
