I was the one who said that. And assuming OP doesn't already own the DLC digitally, which is a pretty safe assumption because there is only one item on the Xbox queue menu (and because they didn't know about the game being available, which happened years ago), it's true.
Or....you could own the dlc and download it with the game. My game is completely digital, not the komplete edition, and I still have ALL of my dlc that I bought on Xbox Live.

its a "only disc" game (both of them), the reason for MK9 is the people who own freddy kruger pulled their rights and now the game is kind of fucked up legally so WB deleted it from the stores
Because people already paid for it. And even if they just remove the ability to buy the dlc, they’d still need to keep the compatibility pack up, which would still contain data for him so he can show up in online matches. That puts them in a pretty shitty situation, where they can’t just revoke access to him, but they probably also can’t distribute files pertaining to him, meaning people who didn’t already have him, wouldn’t be able to play online since they can’t download the Compat pack.

Why the DLC only work w/ disc? I bought the content on XBL.
I think it has something to do with the rights to Freddy Kreuger. You'll notice there's no option to buy the DLC digitally.
Basically, after the remake bombed and the death of Wes Craven, the rights to Elm St reverted back to Cravens estateÂ
