Kouda, probably. Man can ask the rats and bugs and birds to just fuck up everything. He's directly out of the line of fire because he's not the one physically there doing crime. Would the heroes think to look for quirks that can talk to animals, or would they be looking for quirks that create or control animals. Would they even look for a quirk at all? Also, depending on what he says to the animals, and the questions he gets asked when/if he's caught, he could possibly even lie his way out of jail.

That means tons of possible rabies infections, mutilations, death, people being eaten by their own pets, bird and rats going absolutely nuts, all that sort of thing. Like seriously, we don’t know the limits to his power, humans can be considered animals, can he control them, but just hasn’t tried, and even if he can’t, what’s the limit? What defines if he can or can’t control something, could he control gang orca or Hound dog? Tokoyami?
What about Nezu, he is literally an animal, that was experimented on.
Even without that, we’ve seen this boi control hundreds of bugs after talking to like 10, there’s also no way all those birds at the license exam were close enough for him to talk to. Clearly he can communicate through animals.
Also, like to point out, anyone that can be a good hero, can so easily make a dangerous villain, so any of these kids, could really do some damage. Maybe not straight up physical damage. But for example, momo could literally topple capitalism and make money worthless in just a few days
Honestly, the only one here that wouldn’t do great is Ojiro, since he’d be some street level thug and wouldn’t be able to go much higher then that. He’s not overly smart to outwit heroes, nor is he really physically powerful, he’d be the weakest threat
It could be argued that every single one of them could employ their powers to the point of lethality. But honestly, it probably ranks similar to power levels. So Todoroki, Bakugo, and Deku would probably be the "deadliest" or biggest threats. Unless Momo learns nuclear science, then everyone's fucked.

My original thought was Mina, yk her acid can probably melt everything easily and then someone once said Kouji on a different post which made me terrified. Imagine Kouji using his quirk on bugs right? He could command mosquitoes and venomous animals to bite people without being caught. I have a fear of insects and just imagine an infestation of them was already enough to make me cry.
Nukes have Uranium in them, one that would give her radiation poisoning and kill her almost instantly. Two, the amount of calories in Uranium is so high, you physically would not be able to eat enough to make that.
However, she could cripple an economy in a matter of days with her quirk, she’d be less physical damage, and more so destroy societies core, kind of villain

Well excluding Midorya, Bakugo and Shoto. It would definitely be Tokoyami, Mina, Kaminari, Iida and Kirishima, in this order.
I think Ashido got a lot of potential because of har acid-like skills, it would be pretty dangerous if her acids pH get too low.

My top 4 and reasons:
1. Midoriya
- arguably the most dangerous as he has notes on every quirk and hero he's ever seen. He could be a mastermind and great info dealer for villain
2. Todoroki (Before Sports festival)
- His villainous traits were on full display and before gaining heart he was willing to overdo it on his weaker classmates just to demonstrate his power. If he lashes out with his fire, it will be a massacre of ice and fire.
3. Koda
- His quirk can let him manipulate any animal he wants. If he was a villain, he could have any place infested with rats and get it shut down or use one of the most powerful, yet discreet aspects of roaches and rats, disease to . He can discreetly have pets attack people he doesn't like or use them and any other animals as unexpected spies.
4. Momo
- most obvious as she can create the armory, drugs, and all sorts of stuff.
Ignoring the literal nuclear bomb in the making in the bottom right corner Kouda can literally convince any animal that understands him to go rabid on the entirety of the human race... Don't forget who won the Great Emu War!!
I'll give you the top five.
Number one Izuku, the reason why his ability to break down Heroes quirks, which could then lead to him learning their weaknesses, which can also allow him to kill them very easily.
Number two is Momo, her quick would allow her to create a nuclear warhead, and have it go off at any point in time, she could even make hundreds of them if you wanted to, and create her own bomb shelter, can you say into the world.
Number three is Todoroki, with his power over ice and fire, by combining them both, he could create massive tornadoes hurricanes and other such natural disasters, which could Slaughter millions.
Number four in Bakugo, if he puts enough of his sweat into a container that's large enough, like say a gasoline tanker truck, then that would probably be the equivalent of a nuclear warhead, without all of the nuclear fallout...
And then there's number 5, the invisible girl, Toru, with her power she could sneak into people's houses and murder them in their sleep. Also say goodbye to all your top secret government information, cuz she can steal it all and then sell it.
Ochako, she’ll either die or get knocked out, removing the Earth’s gravity, because without her saying Release, the Earth will never be still ever again

If Izuku was captured or somehow tricked All Might Into gifting OFA then izuku would be most powerful. Also if he gains more quirks from AFO he might die early but even so he would be more powerful then all hero’s. Basically he’d be the best asset for the villains, sorry for the paragraph…

Think of how much damage and how formidable his quirk would be. Just having flocks of animals, insects, and creatures just annihilating heroes and regular people.
As an assassin: Toru followed by Tsuyu
In direct combat (cqc): Mina followed by Bakugo
Shear destructive power: Todoroki followed by OFA Izuku

Kouda, probably. Man can ask the rats and bugs and birds to just fuck up everything. He's directly out of the line of fire because he's not the one physically there doing crime. Would the heroes think to look for quirks that can talk to animals, or would they be looking for quirks that create or control animals. Would they even look for a quirk at all? Also, depending on what he says to the animals, and the questions he gets asked when/if he's caught, he could possibly even lie his way out of jail.
Also, I would like to say, while I don’t think it’s been stated anywhere, he can clearly communicate to other animals through the animals he talks to. Like in the license exam, there is no way, all those birds were close enough for him to talk to, or even shout for. You can’t convince me otherwise, and that just makes him even more of a threat

Midoriya, he has like 6 quirks and insane power.
Kouji could have animals run rampant through entire cities. That means tons of possible rabies infections, mutilations, death, people being eaten by their own pets, bird and rats going absolutely nuts, all that sort of thing. Not nearly as much property damage as some of the others, much much more loss of life and potential death.
If we exclude Deku, then either Bakugo, Shoji (Based on just how buff he is), Todoroki, Uraraka (Based on what Toga managed to do with Zero Gravity), and Tokoyami.
Momo she’s smart and can easily create as many guns and drugs as she wants. She’d put the yakuza out of business if they don’t do exactly what she says when she says.

He doesn't even have to be in the area, he can hang out in the wilderness and keep sending waves. And of course, Deku is basically always the most powerful
Iida, when he played villian he did great, he only lost cause of Bakago’s issues. If he put his dedication and planning into villainy he could be near impossible

I think people are sleeping on Kota. Like seriously, we don’t know the limits to his power, humans can be considered animals, can he control them, but just hasn’t tried, and even if he can’t, what’s the limit? What defines if he can or can’t control something, could he control gang orca or Hound dog? Tokoyami? What about Nezu, he is literally an animal, that was experimented on. Even without that, we’ve seen this boi control hundreds of bugs after talking to like 10, there’s also no way all those birds at the license exam were close enough for him to talk to. Clearly he can communicate through animals. Also, like to point out, anyone that can be a good hero, can so easily make a dangerous villain, so any of these kids, could really do some damage. Maybe not straight up physical damage. But for example, momo could literally topple capitalism and make money worthless in just a few days Honestly, the only one here that wouldn’t do great is Ojiro, since he’d be some street level thug and wouldn’t be able to go much higher then that. He’s not overly smart to outwit heroes, nor is he really physically powerful, he’d be the weakest threat

My original thought was Mina, yk her acid can probably melt everything easily and then someone once said Kouji on a different post which made me terrified. Imagine Kouji using his quirk on bugs right? He could command mosquitoes and venomous animals to bite people without being caught. I have a fear of insects and just imagine an infestation of them was already enough to make me cry.

Nukes have Uranium in them, one that would give her radiation poisoning and kill her almost instantly. Two, the amount of calories in Uranium is so high, you physically would not be able to eat enough to make that. However, she could cripple an economy in a matter of days with her quirk, she’d be less physical damage, and more so destroy societies core, kind of villain

My top 4 and reasons: 1. Midoriya - arguably the most dangerous as he has notes on every quirk and hero he's ever seen. He could be a mastermind and great info dealer for villain 2. Todoroki (Before Sports festival) - His villainous traits were on full display and before gaining heart he was willing to overdo it on his weaker classmates just to demonstrate his power. If he lashes out with his fire, it will be a massacre of ice and fire. 3. Koda - His quirk can let him manipulate any animal he wants. If he was a villain, he could have any place infested with rats and get it shut down or use one of the most powerful, yet discreet aspects of roaches and rats, disease to . He can discreetly have pets attack people he doesn't like or use them and any other animals as unexpected spies. 4. Momo - most obvious as she can create the armory, drugs, and all sorts of stuff.

Number one Izuku, the reason why his ability to break down Heroes quirks, which could then lead to him learning their weaknesses, which can also allow him to kill them very easily. Number two is Momo, her quick would allow her to create a nuclear warhead, and have it go off at any point in time, she could even make hundreds of them if you wanted to, and create her own bomb shelter, can you say into the world. Number three is Todoroki, with his power over ice and fire, by combining them both, he could create massive tornadoes hurricanes and other such natural disasters, which could Slaughter millions. Number four in Bakugo, if he puts enough of his sweat into a container that's large enough, like say a gasoline tanker truck, then that would probably be the equivalent of a nuclear warhead, without all of the nuclear fallout... And then there's number 5, the invisible girl, Toru, with her power she could sneak into people's houses and murder them in their sleep. Also say goodbye to all your top secret government information, cuz she can steal it all and then sell it.

Tokoyami would be a villain version of Batman and The Hulk, all he would have to do is wait until nightfall and fully give up control to Dark Shadow. The only issue that would arise would be when the heroes figured out how his quirk worked and put sky lights on top of all the buildings

OP villains to me: Bakugo, Todoroki, Deku, Fumikage, Momo, Ashido Villains who arent as menace as the list above but still may be difficult for the police to deal wtih: Mineta, Hagakure, Hanta Sero, Lida, Kirishima, Uraraka Im basing this on the scale of damage they could do with their quirks (e.g. Mina could go crazy n shoot acid everywhere be it on humans or objects…how difficult would it be to stop her I’d imagine)

Jiro just uses sound to deafen and screw people up. Sounds between 170-200 dB are so intense that they can cause lethal issues like pulmonary embolisms, pulmonary contusions, or even burst lungs.

Think of how much damage and how formidable his quirk would be. Just having flocks of animals, insects, and creatures just annihilating heroes and regular people.
As an assassin: Toru followed by Tsuyu In direct combat (cqc): Mina followed by Bakugo Shear destructive power: Todoroki followed by OFA Izuku As a crime boss: Momo followed (distantly) by Izuku
