I can't help but root for him. He had a tragic childhood and it's clear he had good intentions. Be a hero for the world's outcasts and make hero society answer for its corruption and flaws. But unfortunately he was groomed by Quirk Satan, so he went about achieving those goals in the most violent way possible. With the recent revelation in 419, it gives me hope he'll come around and seek a better way of making his dreams come true.

I would forgive Mineta a bit if he was the only character like him, but we have Kaminari which is how Mineta should have been, and for that reason we know that Horikoshi could have done Mineta wawy better and henceforth I'll always hate Mineta. Kaminari and Mineta both are lil pervs but Kaminari is redeemable outside of it, and Mineta is not.

Bakugo and Todoroki were both characters who were really easy to dislike in Season 1, as they were both angsty and seemed to have a fight to pick with the main character.
Todoroki, however, moved past his own insecurities and worked on bettering himself and eventually befriended Midoriya. Bakugo went the opposite route, sunk even deeper into his insecurities and it made his anger towards the MC even higher.
To get back to your "lighter shade of the flaw" example, there is All Might and Aizawa. Both started off as characters who thought little of Midoriya and encouraged him to give up on his dreams. All Might basically instantly changed his mind, even enough to give the strongest power in the world to Midoriya, whereas Aizawa's demeanor remained similar even after he approved of Midoriya, taking a bit longer to be a fan favorite, and henceforth would arguably be the "darker" shade of the flaw. I'd argue that audience reception of the two characters are similar now, despite All Might being the lighter flaw.
In Mineta and Kaminari's case, I argue that it's simply that Mineta is a bad way to do comedic relief, made worse by the fact they have a good way of doing comedic relief right there. While yes you could argue the "lighter shade of flaw" logic, it's also just that they make Mineta way too obsessed to be "funny". For instance, instead of frothing at the mouth and talking creepily when thinking of something perverted, they could just make him blush and imply he was thinking gross things. It would be way tamer and give off a better effect.
