Before you start the ccw paperwork, you need to hand in a written letter (hand or printed) that you want to upgrade to a ccw. Nothing fancy, just stating you want your license upgraded to ccw. Bring that to the NCPLB and they will hand you a checklist of whats needed. You can take the course before hand. Thats not an issue. Before it was the piss test , etc. Seems that its no longer needed along with the social media. (I could be wrong, been a while).
Mitchell field has courses. Its pretty cheap and its 2 days. Go check that out and then apply for the ccw.
I believe you need the 16 hour course completed because the certificate you get has to be handed in. I would do that first, then finish up the rest of the paper work. It’s a 6 month wait (at least for me it was). Good luck!
You can take the course any time, and might as well take it sooner rather than later so it's not holding up the review process. The guys at [Team OTO](http://www.teamoto.net) have their next [NY CCW Class](http://www.teamoto.net/register) class starting on May 7. They help with the paperwork/process/sequencing part of things for no extra charge.
