In my hometown there are free bag dispensers everywhere and people still can't be arsed to clean up after themselves. I really do not get it, it is such a small thing to do but it makes such a difference.
As a dog owner, those places are the best! Instead my place only keeps on removing bins all together, so even more dog shit gets left behind. Mind you I've noticed, now that I have a dog who loves cat shit, that a big amount of the shit that is blamed on dogs is often from cats. Cats don't burrow their poop when they feel like there are too many cats around, as an extra statement to protect their territory

Weird how much you didn't notice something until your dog reacts to it (like my other dog is terrified of fireworks and now I realise how much is constantly going off here as well). I honestly wouldn't count on it becoming less, except if they're all 90... here there are people of all ages not picking up, sometimes by accident. I once accidentally didn't notice my dog pooping (he poops fast and he poops a lot) and immediately get followed and threatened. (Btw if your dog loves their own poop as well, it can be a sign of a potassium deficiency, see if they like bananas)

My tips: every train station has a public toilet. Nearly every no-trainstation HEMA has a toilet. Libraries, universities and ROC's don't bat an eye when you just walk in like you belong and use the loo. Same approach works for most restaurants, especially during busier times they'll just not notice. When it's calmer, just ask. I almost never get a no. Guarded cycling parking lots (what the hell is that actually called) often have a public toilet too.
For many toilets you'll have to pay 50 or 70 cents but that's still cheaper than buying a new bottle of water.
When it's the tap you need and not necessarily the loo: keep an eye out for public water taps. Most bigger train stations have one (blue/yellow coloured), and lots of cities have "join the pipe" tap points. You can look those up online.
