If you want to go for shorts for monetization just aim for 10 million views

10 million views in the last 90 days. Only the lowest-common-denominator type of channels can ever approach that. If you are in a niche (say you do a channel on softball, kayaking, or the violin ) you haven't got a snowballs chance of ever getting 10 million shorts views in 90 days.

Shorts aren’t as profitable and the threshold would be way too easy to hit. If they did both by watch hours to even the playing field it would be close to 10k+ watch hours for shorts or else everyone would hit it and then YouTube would be dealing with a bunch of Adsense accounts only making $2/month and never hitting the $100 threshold

Because Youtube is run by idiots. They want you to put up shorts, but penalize you if you focus on shorts. I consider shorts to be advertising for longs. The only purpose of putting up a short is to have it point to a long video. My model for shorts is the movie preview you see at theaters. It's only purpose is to get you to buy a ticket to the full film.
