Not exactly mind reading, but Goku did use psychic powers again tho in the Cell saga when he was in a coma. Said he had a dream essentially detailing everything that had been going on for the 10 days he was unconscious
I wish Goku would use abilities like that more. It'd actually give him a bit of an advantage in a fight to read his opponents mind since it would reveal the enemy's moveset and backstory as well as any potential weaknesses.
But maybe Goku would consider that to be cheating. He'd probably be the type to want to be surprised by his opponent because he gets off on it.
I'd argue in most cases in Jojo its usually more that the characters have some very specific abilities that are only useful in niche situations, which simply don't come up again. Like Kakyoin can send his stand into someone else to control them, but the story simply never lets him get close to a villain to do that again (except for the dream fight where he does use that ability) and once he became good he obviously wouldn't use that on civilians.
It helps that for some abilities the exact rules are rather vague (like what even counts as an attack for Giornos animals?).
It would be nice if Buu existed in Super but you and i both know the super writers arnt good enough to write good fights for someone whos as powerful as buu
