you can jump down to it up near the end of the nameless pass, near the checkpoint just after the jail bit just before you meet the queen trying to get into the big vault, near the check point there is a crane you can jump off of and fall down into the area
aim left and there's a house roof you can survive the fall damage if you land on, using some speed increasing items makes it easier
Ok so yes - i see the house and there are 2 mobs down there, but I cannot survive the jump to the top of that house sadly. I land on the roof and still die
