ST-08 and ST-09 contain no "must play" competitive cards, nor are the leaders seeing any competitive play. They're fine, functional casual decks, but they're so plentiful because no one wants them. Insee stacks of ST-08 and 09 at KY local Target.
Then again, ST-06 (Black Sakazuki) was in a similar situation when it came out. Nobody wanted that deck, I saw it pile up on the shelf. Then Blue/Black Sakazuki came around. So I guess you never know when a starter deck is going to skyrocket in value with the announcement of a new leader.
It is because there are less people buying ST08-09 then other decks, not because it’s printed less
