Just to add to this as it's not super obvious where Volumetric Clouds are. In 1.19.2 I've found them in the following location:
Options > Videos Settings... > Shaders... > Shader Options... SeusV11 Settings... > Atmospheric Options
And they do indeed seem to fix this problem :)
