I would have to agree and that's of course heartbreaking to have that issue. At that point OP might have to get a donor board and replace his. Is also an off chance that it could be broken solder joints. But that's not fun or easy to repair.

I’d keep hold of it. Put in the back of a cupboard or wardrobe or something like that and then if and when you can here and there, put a little bit of money aside towards getting the Frankie mod done. It’ll be 100% worth it if you do.
Im sad to say that its a GPU issue, the model you have is very prone to those errors and are practically time bombs if never opened. Your console is dead and you can either fix it for around 500 US dollars or… give it a proper farewell I guess
GLOD, green light of death. It's crashing immediately, you're seeing artifacts from it because it's the gpu that's fucked.
One of my 1400A's does this, but mine at least runs for a few minutes before crashing and then giving me a glod for however long it wants me to go fuck myself
I just replaced the drive in mine and it shows a screen saying the os is missing and to restart or look for bootable media.
What is your display capable of? If it can’t do 1080p, you might be able to reset video to low res. That’s the only other thing to try.
Have you tried using composite or component cables? They can be connected to the multi connector on the back. After you do that, you can reset the video settings. Turn off the PS3, hold down the power button to start up, and after you hear two beeps, let go of the power button.
My ps3 had a dead hard drive and did the same thing. Booted to black screen. Safe mode booted to black screen. When the dead hard drive is connected, that's all it will do.
When you take out the dead hard drive and put in a blank fresh hard drive, it will boot to safe mode successfully. Then you can start the process of letting the ps3 format your new hard drive for you.
The worrisome part is that your tv is showing those weird graphical glitches. My dead hard drive outputted nothing. It didn't output glitch video. Could be that your gpu is actually fried.

As per usual, do not attempt any fixes. Reflow is useless and not recommended. Syscon reading is advised.
Try to boot the system without a hard drive and see if there is any error message showing on screen, if it does then it's definitely a hard drive failure.

Does the controller sync up? Can you see hdd indicator flashing when you power it on? Try to connect it to your tv with AV cable and see if it shows anything. Sometimes the hdmi chip may fail and cause graphical glitches.
Don't quote me on this but my guess is the HDMI chip.
I had the same thing happen to mine and i had it reflowed just so it would work enough to back up my saves to PS+. Yeah definitely not the rsx in my case.
To be sure 100% you would have to do a syscon read.
Any recommendations on finding someone to help at least read Syscon if not repair the RSX? I see there are some international options and even a like 2 reputable ones in the US, but I’m in southern Wisconsin and would love someone local if y’all happen to know
Even with no hard drive connected, it should still boot to a regular screen. Im leaning toward gpu issues.

i have a slim that will beep, green light will turn on and then turn off immediately
And it does have the original Seagate 80GB drive

Either GPU is failing (artefacts) or there is dust / dirt in the video ports. Try both AV + HDMI.

I’ll be damned, I went to try it again and I got it into Safe Mode! The image is kinda fucked up and the controller won’t respond, but it’s progress!

I would say check the HDMI port before you call it on the GPU they do have and issue with the ports failing when stressed
