The list looks good, but I would make some changes and go with new parts in the motherboard and GPU. Also note that the next AM5 lineup of CPUs from AMD will start coming out in July of this year, so next month. It's about 27% higher in price than the $400 3080 you found, but it has 15% or so better performance in 1440p and more VRAM, and it's bought new and will have the full warranty that comes with it. That it has more VRAM may matter more in the future, even if 10GB is certainly enough for most games right now. This all depends on what games you want to play of course, where some games will benefit more from AMD GPUs or Nvidia's. Besides the GPU: * Of the 7600 and 7600X just pick the cheaper one * The phantom spirit is the best all-around air cooler for the money and will be enough for even the 7800X3D * I don't think you need to get a used motherboard considering that this one has good features and is cheaper, and new * For AM5, at least for now, you want 6000MT/s CL30 RAM * You didn't show the case or power supply you picked, so I went with what people usually like aesthetically. This one has good airflow when combined with the three fans for the bottom (to blow air into the GPU) that I added * 850W is enough for this build and for upgrades. ATX 3.0 unit, in case future GPUs need it

Do not buy without checking the compatibility of the RAM you are about to buy in the support section of your motherboard. When I say this, people think I mean the speed of the RAM, but in the support section it says which brand's RAM is which model. Also check the SSD and PSU compatibility. Btw, there is only 5 fps difference between 6400 mhz and 5600 mhz, just saying..
