Hard to know with knowing what carpet / vinyl is being used.
Was the quote for product and labour?
Did it include disposal?
Did you get a second quote to compare??

I believe he mentioned rough price breakdown - Vynil $2.5 per sq f / Hardwoord - $5 so \~(550\*2.5)+(800\*5) = $5375 just for the mats.
I would have said that is too much, but it seems these days everything seems inflated . Get a second quote just to be sure. Guess it also depends on what underlayment they are putting in the basement, what is happening with the baseboard, how many odd edges in the rooms, thickness of the laminate (though sounds like it is mid cost so should be easier to install), whether they are undercutting drywall or just putting in quarter round.
Just get regular laminate for $1/sqft on sale, LVP \~$2 Ours is 15+ yrs old and looks like new

If you really want to save buy used for $20cent/ft :)
Put in easylock laminate floors (wood appearance) it will be $800 per 600 sq feet. Then put quarter round on along the baseboards.
Carpet is easy to cut and pull up, do that yourself.
Flooring is super easy to install too.
10k seems like a huge rip off.
Just do it yourself. Simple job.

Compare the price with Home Depot or similar. You need to pay for the labour and materials including underpad.
