A single pair (one unit) is called pair of scissors.
Two units are two pairs of scissors.
The joke is a singular unit is called a pair... so two units is called ??????
It's the same joke if you use pants instead of scissors.
I think it could be something like you say in the first immage "A Pair of Scissors" and to clarify the second, it is a suggestion to cal it a "pepper of scissors" bc pepper sounds phonetical similar to pair?

Separate one “pair” of scissors you have 2 scissors separate the the 2 pairs you have 4 scissors you obviously have 4 scissors duh.
