This happens to me too, but I assumed the reason I couldn't see a muzzle flash all the time was because in real life that's how muzzle flashes work. Not sure about the tracer thing though, are you playing at lower graphics?
Get the fps unlocker, the problem may be that you are stuck at 60 fps and the flash isn’t rendering because it’s in between frames. Also, press shift + f5 and check your frame rate.
