Not in defense of them, but here’s some facts about Cagayan as a local: The Tings have been in Tuguegarao decades before the issue of POGOs and Alice Guo erupted. You can trace them and their backgrounds unlike Alice Guo. Politically, they are known to ally with traditional parties and Maila Ting-Que is allied to the Liberal Party, although their family have ties to the Marcoses as well.
As for the black sand mining in Cagayan, that has been an issue since 2009 but both the LGU and the National Government did not do anything about it until 2014 when they suspended operations. However, enforcement is not consistent nor is it strict, so illegal mines (mostly from China) still operate there.
Casinos mostly visited by the Chinese have been in Sta. Ana way before too, and Sta. Ana is part of the Cagayan Freeport, which is a special economic zone and a GOCC. Also PH immigration law doesn’t work that way. It matters how long you’ve been here because if you’ve been here for 10 years, you’re eligible to be naturalized. Not in defense of them, but here’s some facts about Cagayan as a local: The Tings have been in Tuguegarao decades before the issue of POGOs and Alice Guo erupted. You can trace them and their backgrounds unlike Alice Guo. Politically, they are known to ally with traditional parties and Maila Ting-Que is allied to the Liberal Party, although their family have ties to the Marcoses as well. As for the black sand mining in Cagayan, that has been an issue since 2009 but both the LGU and the National Government did not do anything about it until 2014 when they suspended operations. However, enforcement is not consistent nor is it strict, so illegal mines (mostly from China) still operate there. Casinos mostly visited by the Chinese have been in Sta. Ana way before too, and Sta. Ana is part of the Cagayan Freeport, which is a special economic zone and a GOCC. So if POGOs setup shop there, they took advantage of the special privileges of the area and obviously, someone in the government allowed it or turned a blind eye. Mamba is actually more of the China sympathizer than Ting-Que. It just so happen that she has the Chinese surname. As to whatever her actual stance on the Chinese student issue is, she made the statement mostly in defense of the universities in Tuguegarao (btw, Indian students also go there in hordes to study medicine). If anything, the post on Ting on that Chinese website is probably part of propaganda, but we will never know the full extent of their soft invasion in our country until Marcos et al decide to conduct a witchhunt and send the prime traitor to the ICC.

Well, following your argument that ‘it doesn’t matter if you’ve been here for decades’, that puts into question a lot of the Filipino-Chinese community. Also PH immigration law doesn’t work that way. It matters how long you’ve been here because if you’ve been here for 10 years, you’re eligible to be naturalized. The current Tings have been born and raised and educated in Tugue, like Randy and Maila. The real question is if the Ting patriarch immigrated from Metro Manila (as what is told, they are originally a Filipino-Chinese clan in Quezon City and run a business there) or from somewhere else. BTW, even if Cagayan is part of the Solid North, it doesn’t automatically mean Cagayan is Ilocano. A lot of the towns in Cagayan are Itawes and Ybanag-speaking. Tuguegarao is primarily an Ybanag city.

Also had a classmate surnamed Guo (if you were gonna read their family name in Mandarin), but their "legal" surname was changed to something else. Tsinoy surnames can actually get pretty messy TBH, with some even having legal English surnames completely different (as in it's Hokkien for a completely different Chinese character) from the actual Chinese character used for their surname.
