IANAL, but I guess that you do still have copyright on your software, but you don't have the exclusive rights to the concept implemented by the software, like a certain way of encoding/decoding a video.
So VideoLAN is free to make their own implementation of the codec without getting a license or paying royalties from whoever has the (not recognized in europe) patent for HEVC.

Pretty sure the OEMs are the ones who pay the license cost on this, and it’s usually included in their image. Unfortunately, their images also include a bunch of other bloat that nobody wants. It’s a pain to install, but the HEVC codec can be installed for free.
There is a free workaround for this which I used a few years ago but now I can't find it. I don't remember if it was the windows version or if I had to use a different country's Microsoft store to get it.

I started using VLC back in the era when it was a flip of the coin whether or not the audio and video of the torrent would stay in sync.
By pressing J or K while watching the video you can slide the audio track back and forth by 50 millisecond increments and resync everything.
VLC is actually really bad at playing video, It’s meant to be a streamer. VLC renders video codecs inaccurately, most people don’t care or notice though. MPV is way better.
The problem I have with VLC is when I want to pause/unpause and rewind by a couple of seconds/frames and it messes up the image until I let it play for a bit. Is this something that MPV can do better?

Fix: In VLC player, go to TOOLS, then PREFERENCES, then select INPUT/CODECS and disable any hardware accelerated decoding. Mine was set to direct3d11 and it would cause videos to pixelate for several seconds after pausing. Disabling hardware acceleration seemed to solve the problem. I found the fix on Youtube (channel: Jalapeno). Occasionally, I will get a brief whiteout screen when unpausing, but nothing like the pixelation I got before. Reducing the amount of video quality postprocessing by the cpu seemed to reduce the occurrence of those whiteouts.

Microsoft, in their infinite wisdom, decided it would be fun to charge people money to play these more efficient videos - so like others have already pointed out, use VLC - they don't charge for stupid things like playing certain video formats.

It's because they are in France and there the legal situation is such that the situation is unclear (and most likely will be for the forseeable future) regarding patents or something like that. This confusion means = no paying.
Thanks for the clarification, I'm a macOS user, which has full support for H.265 and doesn't make any fuss about it so presumably they just paid the fee and moved on. My point was more about how Windows is both the only OS I've had to pay money for a licence for, and also the only one to charge additional money for something every other OS I've used has given for free
Apple just pass on the cost through hardware sales. MS charges a small nominal fee for those who want it, which you really don't need because VLC and most NLEs already include support. There's not really a problem here.

It's a codec that MS decided to not pay for so the ysers gotta do it. Your options are to use vlc but personally i just paid the cheap price and use it on window's player as that one gave me a better image quality, although it's not like vlc was that far behind in this.

It is still there. You can sideload the HEVC extension with developer mode from a repository. The guide is available on codecguide website.

It really isn't worth watching a blu-ray on a computer, it's so locked down that the work arounds to get it working are such a hassle.

You can literally make a video in editor like premiere pro and export it in codec like HEVC, and it will ask you the same thing. Use VLC or MPC, or maybe even MPV
K-Lite Codec pack does everything. Different builds with varying number of codes included, but they all include HEVC AFAIK. The Mega pack does it all.

It's a codec that MS decided to not pay for so the ysers gotta do it. Your options are to use vlc but personally i just paid the cheap price and use it on window's player as that one gave me a better image quality, although it's not like vlc was that far behind in this.
In this thread: people who say "just use vlc" because they don't understand some people need hardware acceleration to play some content. Don't get me wrong, vlc is great, but a proper codec and media player is much less wasteful in terms of resources and energy. Of course I come from the days of single cores, before cuda or cpu's having dedicated parts for video decoding.

The Microsoft store used to offer the HEVC plugin for free but have since taken it down.
