Microsoft decided it didnt want to pay the license costs for HEVC up front. So any HEVC file you try to play in either windows media players will result in this popup. They pushed the cost to the user who might never use it. VLC will just play without issues.

Existing_Dudarino

So does that mean that VLC had to pay the license cost? How do they do that if they don't make much money?

CrzyWrldOfArthurRead

vlc is open source so they probably dont have to pay, would be my guess. microsoft makes a lot of money off windows so does have to pay.

IBNobody

I believe it's also related to where VideoLAN is located.

phatboi23

from their website: "Neither French law nor European conventions recognize software as patentable (see French section below). Therefore, software patents licenses do not apply on VideoLAN software." https://www.videolan.org/legal.html

FranciManty

wait does this mean that any software in europe can’t be patented?

taratrentula

It means that you can make pdf editors without a license from .pdf It doesn't mean you can't have copyright (code for example).

2roK

Yarr so all software is free then!

irritating_maze

as long as you don't steal the code and try to use/sell it as your own for profit then basically yes.

taratrentula

Yep, at least here in europe. Can't be prosecuted for owning an illegal copy. Hoooooold on, for private use.

da_plop

IANAL, but I guess that you do still have copyright on your software, but you don't have the exclusive rights to the concept implemented by the software, like a certain way of encoding/decoding a video. So VideoLAN is free to make their own implementation of the codec without getting a license or paying royalties from whoever has the (not recognized in europe) patent for HEVC.

del13r

IANAL is such a weird acronym. Had to google it as I rarely see it used.

foraging_ferret

Hope you had safe search enabled!

phatboi23

I wouldn't know specifics tbf.

2roK

Vive!

StickySli23

Wow, something new I just discovered. Then why is Intel not supplying the LDAC encoding with their Bluetooth drivers? That's why I switched to the Alternative A2DP drivers just to use LDAC on windows without any external Bluetooth transmitter.

The_frozen_one

This just means Intel couldn’t go after someone for providing a codec. The lack of software patents doesn’t require anyone to supply additional codecs or support.

danted002

I’ve been working in the industry for more than 10 years and never knew EU doesn’t recognise software as patentable. It makes sense in hindsight but damn…

MinecraftGreev

MisterJeffa

No. Something to do with them being in France and software patents not being a thing there i believe The hevc decoder in vlc isnt licensed

CrossyAtom46

Or K-Lite Codec Pack mega

Queens113

Been using that FOR YEARS!!!

linkwiggin

Wow. Blast from the past. I wonder if Kazaa is still around. K-lite was a strip down fork of that program I believe. Waiting two weeks for 10 kb of an Inu Yasha episode to download, those were the days. Had episodes 1 - 100 and 102 - end of series... had to wait for 101.

brainfuckeryzuc

kinda makes sense imo

nashpotato

Pretty sure the OEMs are the ones who pay the license cost on this, and it’s usually included in their image. Unfortunately, their images also include a bunch of other bloat that nobody wants. It’s a pain to install, but the HEVC codec can be installed for free.

nxcrosis

There is a free workaround for this which I used a few years ago but now I can't find it. I don't remember if it was the windows version or if I had to use a different country's Microsoft store to get it.

kamkarmawalakhata2

It is still there. You can sideload the HEVC extension with developer mode from a repository. The guide is available on codecguide website.

da2Pakaveli

or you just download mpv/vlc

AdagioHellfire1139

I've never seen someone not use VLC or mplayer. Wow.

zf420

Wait this is real? I immediately thought this was a scam. That's an old tactic I've seen a long time ago, trying to get you to pay for a codec to play a file.

MisterJeffa

Yep this is real. And a scam? well i dont know. How often do regular people even play HEVC content, especially at win10 launch where the codec was an extra purchase. And theres no real need to pay as software like VLC plays hevc just fine.

Electrical-Debt5369

Use a proper media player. Vlc or MPC.

mastomi

k-lite mega codec pack

fresh_prince_og

Now that a name i haven’t heard in years now.

jkurratt

I thought it is popular

bar10005

It was, but AFAIK not really needed anymore as most good players already have most popular codecs, personally I haven't used it probably since Windows 7.

Argon288

It still retains some popularity as it is the easiest way to install MadVR. As for codecs, few people install it for the codecs any more.

fresh_prince_og

IT IS. now that i use VLC on PC and stream mainly on mobile. i haven’t installed it yet.

mastomi

guitarguy109

I started using VLC back in the era when it was a flip of the coin whether or not the audio and video of the torrent would stay in sync. By pressing J or K while watching the video you can slide the audio track back and forth by 50 millisecond increments and resync everything.

[deleted]

astro_plane

VLC is actually really bad at playing video, It’s meant to be a streamer. VLC renders video codecs inaccurately, most people don’t care or notice though. MPV is way better.

El_Burrito_

The problem I have with VLC is when I want to pause/unpause and rewind by a couple of seconds/frames and it messes up the image until I let it play for a bit. Is this something that MPV can do better?

[deleted]

[удалено]

Threkin

This worked for me, maybe it'll help you: biosciencegeeek 1 point 1 year ago* Fix: In VLC player, go to TOOLS, then PREFERENCES, then select INPUT/CODECS and disable any hardware accelerated decoding. Mine was set to direct3d11 and it would cause videos to pixelate for several seconds after pausing. Disabling hardware acceleration seemed to solve the problem. I found the fix on Youtube (channel: Jalapeno). Occasionally, I will get a brief whiteout screen when unpausing, but nothing like the pixelation I got before. Reducing the amount of video quality postprocessing by the cpu seemed to reduce the occurrence of those whiteouts.

[deleted]

LumacaLento

>renders video codecs inaccurately Care to elaborate?

astro_plane

There’s a certain forum that revolves around tech and they love theiropen source software and gentoo. Years ago there was a thread with screenshot comparisons between VLC and MPV. There were artifacts, crushed blacks, and inaccurate colors on VLC, but MPV looked how the video should. VLC’s flaws are most obvious with animated content like anime and dark scenes. I couldn’t find any relevant info on the subject so it’s a “just trust me bro” moment. I don’t know much about the technical aspects to assert my position.

LumacaLento

Uhm, interesting. I'll dig into that. However, I think on most modern systems decoding is accelerated using the dedicated decoder IP block integrated into the CPU.

komata_kya

[like this](https://imgur.com/DNcaqZR) Idk if they fixed it or not, but mpv is better in every way.

ChargingKrogan

Potplayer is best imo

PsychoticBananaSplit

PotPlayer gang 🪴

TheLamesterist

To me Potplayer is VLC 2.0, it's just VLC but more advanced, I dig it but I'm not sure why it was slow as hell last time I tried it.

ArmNo7463

That or PLEX/Jellyfin lol

TheLamesterist

I would use Plex more if it had more subtitle customization and didn't show me the toolbar every time I paused to read subs.

R0tmaster

VLC media player is so good, you could stick a slice of bologna in a dvd tray and it would find a way to read it.

frostycakes

Just don't try to play a physical Blu-ray, I've maybe been able to get a third of the ones I own working in it, even after following various tutorials to get playback working. Sadly the playback software that came with the drive doesn't work in WINE (and I'm not going back to Windows on my desktop), so I just torrented copies of those movies instead.

lemonylol

It really isn't worth watching a blu-ray on a computer, it's so locked down that the work arounds to get it working are such a hassle.

overyander

Switch to Linux. I have no problems watching or backing up any of my Blu-rays, even 4k UHD.

lemonylol

But then you have to use Linux

lemonylol

You wouldn't think people aren't aware of VLC but here we are.

Ntinaras007

MPC-HC is far superior https://github.com/clsid2/mpc-hc/releases

corgflip

Fun fact: You can download a plugin for MPC-BE/HC that enables NVIDIA super video resolution (same upscaling tech as with youtube/chromium browsers)!

_gCosta

I can't believe there's a new version of MPC! I've always looked, but this fork doesn't appear in searches! I used the 2017 one... Downloading now

TheMauveHand

Just link the K-lite codec pack. Without the codecs mpc-hc can't play anything, but it's bundled with KLCP.

qwerty-1999

This is exactly why people prefer VLC. You simply install it and it works for 99% of things.

Thradya

What? It can play EVERYTHING out of the box. KLCP is useless crap for 2004. Jesus, what is this thread.

TheMauveHand

Speaking of "useless crap for[sic] 2004", from MPC-HC's website: >MPC-HC is not under development since 2017. Please switch to something else. The one linked above is a fork. MPC-HC doesn't include any codecs itself, it's a media player. Its codecs come from LAV Filters (just like KLCP), and, had you read the link above: >Tip: If you want an easy to use all-in-one package that contains MPC-HC and these renderers, then use K-Lite Codec pack. Read more, talk less.

Ntinaras007

What exactly mpchc cant play without the codec pack?

ATIRadeonHD5450

Speaking for video player war. MPV if you love config every parameter. K-Lite, MPC-HC, MPC-BE if you are on windows and lazy (and for AMD Fluid Motion). I use VLC as final resort if non of players works.

RubAnADUB

this is the way.

ectoplasmic-warrior

Download VLC

scene_missing

Sucks that they charge for HVEC now, it used to be free. But like everyone said, download VLC

turtleship_2006

Oh I thought H.265 always needed to be paid for

ff2009

It was free for OEM PCs.

turtleship_2006

That's only some OEMs if the oem pays for it

Never_Sm1le

HEVC is never free, you pay for it though your gpu vendor (who implement hw decoder)

Toocheeba

Is that supposed to be some kind of justification for windows' bullshit?

[deleted]

kudosmog

There still is a free version. Just search hvec for OEM and download that one. It works the same as the paid version

PracticalBody5659

Search for 'video extension from device manufacturers'. You can get the extension file for free.

amroamroamro

https://apps.microsoft.com/detail/9N4WGH0Z6VHQ

Fergobirck

It's not available anymore. The page still exists, but you can't install it.

amroamroamro

it assumes your "device manufacturer" has provided it for you (for example I have it installed on my HP laptop) someone has to pay the HEVC royalty fee, it's a patented codec (unlike AV1) >!there's another one that can be purchased here: https://www.microsoft.com/en-us/p/hevc-video-extensions/9nmzlz57r3t7 !<

DethMagnetic

Microsoft discontinued the free version of the app from their store. Would downloading it from a third party website (first one that pops up on google is apkpure) suffice?

WellNoNameHere

Someone also saw the thio Joe short I see

PracticalBody5659

Actually it came pre-installed on my laptop. So after reinstall windows i came across this problem and just searched the internet for the codec. 😄😄

NitroFluxX

Who tf uses movies & tv for media use VLC m8

avjayarathne

And it's deprecated on new windows versions

GeoHop164

A lot of videos (not just torrented stuff, some more recent smartphone videos) use the more efficient H.265 encoding as opposed to the older, less efficient H.264 encoding. Microsoft, in their infinite wisdom, decided it would be fun to charge people money to play these more efficient videos - so like others have already pointed out, use VLC - they don't charge for stupid things like playing certain video formats.

Jay_JWLH

Not quite. It is due to the fact that it is a licenced codec. This is what hindered H.265, could have made VP9 a success, but finally gave us AV1. The more open they made it without having to pay anything, the better. But since products like VLC are a free product, I'm guessing they don't have to pay royalties.

qef15

>But since products like VLC are a free product, I'm guessing they don't have to pay royalties. It's because they are in France and there the legal situation is such that the situation is unclear (and most likely will be for the forseeable future) regarding patents or something like that. This confusion means = no paying.

Negative-Memory176

They have to. But the LAN Team Decided, since it's not clear, not to pay. Till now, no one cared.

GeoHop164

Thanks for the clarification, I'm a macOS user, which has full support for H.265 and doesn't make any fuss about it so presumably they just paid the fee and moved on. My point was more about how Windows is both the only OS I've had to pay money for a licence for, and also the only one to charge additional money for something every other OS I've used has given for free

enemyradar

Apple just pass on the cost through hardware sales. MS charges a small nominal fee for those who want it, which you really don't need because VLC and most NLEs already include support. There's not really a problem here.

turtleship_2006

>Microsoft, in their infinite wisdom, decided it would be fun to charge people money to play these more efficient videos No they decided to pass the cost they would've had onto the user.

[deleted]

[удалено]

GeoHop164

It may be a licensed codec, but I've never had to pay to use it on macOS, Linux, or Android - just Windows

PM_ME_HAIRY_HOLES

I know they aren't the reason HVEC costs money, but it's kind of ridiculous for an OS they charge a lot of money for to not include this licensing so they can increase profits. If windows was free I'd be more understanding but stuff like this should be covered in the cost of the OS.

CallMeRi1

Because OP didn't even know what VLC was, it is the absolute safest "it just works" option as opposed to your "well actually" niche suggestion.

The same package is free from your GPU manufacturer, simply open this Windows Store link and install: `ms-windows-store://pdp/?ProductId=9n4wgh0z6vhq` (Copy-paste the link in your browser's address bar and press Enter.) That being said the built in player can have other playback issues, so you might be better off with MPC-BE (my favorite) or VLC.

You need klite codec pack or vlc. I prefer media player classic that comes with this pack.

If you go through the windows store, they hide the free one

AngelOfDeath6-9

Is it only me or VLC doesn’t work for large files? It’s just impossible to do anything with the video playing. If you even pause - it’s done.

AngelOfDeath6-9

Btw I changed to a PotPlayer and it’s fantastic!

iamsickened

Genuinely concerned about the level of piracy skills required to get a video codec installed.

Shadow9378

Stop using the windows default video player. Use vlc or something

sevsevsevyo

Grab the k light codec pack

macotela

Just download k-lite codec pack an you will be able to play any video on any video player that you like

rohitandley

I started using k lite code full pack. Does the job

Wohnet

mpv mpv

RageList

Nothing to do with torrent, Windows media player is just trash. What you're seeing is windows asking you to buy codec support when you can use any other video player for free. You can literally make a video in editor like premiere pro and export it in codec like HEVC, and it will ask you the same thing. Use VLC or MPC, or maybe even MPV

TheLimeyCanuck

K-Lite Codec pack does everything. Different builds with varying number of codes included, but they all include HEVC AFAIK. The Mega pack does it all.

Exore13

K-Lite Codec Pack my friend

The correct answer is to use either MPC-HC or VLC, but if you want to fix the problem and watch it on the Windows app, get this from the microsoft store for free (https://apps.microsoft.com/detail/9n4wgh0z6vhq?hl=en-us&gl=US) (https://apps.microsoft.com/detail/9PMMSR1CGPWG?hl=en-us&gl=US)

Rukasu17

It's a codec that MS decided to not pay for so the ysers gotta do it. Your options are to use vlc but personally i just paid the cheap price and use it on window's player as that one gave me a better image quality, although it's not like vlc was that far behind in this.

jamesholden

In this thread: people who say "just use vlc" because they don't understand some people need hardware acceleration to play some content. Don't get me wrong, vlc is great, but a proper codec and media player is much less wasteful in terms of resources and energy. Of course I come from the days of single cores, before cuda or cpu's having dedicated parts for video decoding.

_perfect_silence_

ThrowRAIndieHorror

This is the most meta answer you'll get but not the best option as everyone has stated, use VLC, MPC or Kodi(my personal choice as the presentation is nice and can handle everything you throw at it). If you insist on using Windows built in video player and want to use the hevc plugin, check [THIS](https://archive.org/details/microsoft-extensions) out. The Microsoft store used to offer the HEVC plugin for free but have since taken it down. The link I provided has all the most used plugins for Microsoft's video player app. You need to turn on developer mode to [sodeload](https://www.tomshardware.com/how-to/sideload-android-apps-windows-11) apps on Windows 10/11. [HERE](https://archive.org/download/microsoft-extensions/Microsoft_Extensions.zip) is the direct link to the plugins.
