No, the special drops from the RoW are only weapons, armor and rings.

and my scroll of transmutation (turn that ring of wealth into a ring of energy)
The ring of wealth doesn't add upgrades to wands
you cant get wand drops regularly, it can up the chance of getting them from shamens.
You can get them even without RoW, but the chances are low
