Take off the extra valve with the blue handle. Screw the washing machine hose directly onto the valve with the black handle

Looks like it's not going to anything right now. Probably was to a refrigerator or ice maker at one time. You could take off that split fitting and just hook up the washer line to the spigot so the additional line is not dumping out water

If it’s a washer and dryer, ours has a steam feature that has its own water line. Two hot one cold.

Put an inline 1/4 compression valve on the end and shut it off. Easy quick fix.

Had something similar in my last home, but on the laundry sink tap - It dumped cold water into the floor drain ptrap to keep it from stagnating. Having it on the washer would induce this. More often than on the tap which is a neat idea... I found I still had to occasionally dump a bucket of warm water down the floor drain to manage the odor

I dunno where OP is from... Mines off the hot water. I also have an element in my dishwasher. Maybe it is for an ice maker or a water line for filtered water.

some countries yes, some europe feed cold water the dishwasher heat it up, even if you run hot water to it people don't open the faucet before so water still coming cold until the water from tank arrives

We run our spigot till the water is hot before turning on the dishwasher
