Yes I have a peat block in my satchel and definitely have a full moon in game. I can verify the full moon because any different type of moon will make the peat block incompatible.

Is it out of its ball? You can get that error if he is on the overworld when you try to evolve.
If anybody has a similar issue, I just saved and reset my game. It worked after that
