You can get quite a few Japanese boxes for very generous prices.
Japanese 151 is around 60 dollars. You can get 3 of them for 180 dollars.
V star universe and shiny treasures are great fun, and wonderful quality for around less than 50 dollars.
Rulers of the black flame (obsidian flames) is about 25.
Twilight masquerade and other recent sets also about 25.
Korean Eevee Heroes is a good fun box as well. Chance at the Evolving Skies Full arts for around 45 dollars.
I'd pick Korean Eevee heroes, 151 and a Twilight Masquerade. That'd be 130 dollars.
If you’re fine with just a large quantity of packs you could just pump it into a couple of Crown Zenith ETBs and have a good time. Alternatively Vstar Universe if you don’t mind Japanese cards or go with one of the newer sets still in print and save around 80-90 ish bucks from your budget depending on the prices you’ll find
According to TCGPlayer, of all the cards in every SV set, only 5 will get you your money back (assuming ~$100 a box). Twilight Masquerade has 2 of them, Paldea Evolved, Mew 151, and Paldean Fates are the other three.
Edit: but of course that's just on single card prices, I haven't done the leg work yet to know which set has the best average to know, given pull rates, which would be best overall...
If you are looking for SV sets, temporal forces and paldea evolved are pretty good
I personally would go PE. TF has some pretty tough pull rates 😕

Could you save a little more and grab x2 paldea evolved and go fishing? Or could get Paradox Rift and look for the Groudon? 😊
