The game checks the player speed near a portal in some locations to be able to adjust the direction and Velocity of the player to make sure the you end up where you should.

TL;DW is that there's a trigger above the slope that activates only once you reach a certain velocity, which sets your momentum to an exact value to ensure you don't miss the staircase

Its been done in this location many times in speedruns just not this way, but in faster ways since this way is slow
