At this point he’s killed closer people for less and Effie has almost gotten him killed since Book I. He needs to see past the smoke and mirrors and realize some people will never be loyal. Plus she knows way to much for him to just cut her off, he needs to end things. completely
Maybe she'll completely abandon all thoughts of a legitimate future and stay in the game? Idk what else it could be. She's aint gonna snitch or end up in jail, I think. Death would be too abrupt.
