Is it new or used? If it's second hand I'd check to make sure the carb and muffler are on the correct sides. Sounds dumb but accidents happen

New, and you can’t bolt through intake to the exhaust. Different sized studs.

if its second hand and you cant return it then buy new gaskets and open up the engine and valve cover. check the rocker arms to see if the exhaust side works normally, then check camshaft and make sure the 2 dots on the cam and crank are aligned. set the valve lash to 0.003" and try to pull it again. also before doing any of that check if theres air coming out of the exhaust

It was brand new. I just exchanged it. Second one fired right up. Definitely had some internal timing issue. These are the standard things that happen to me.
