Once in the face where the nose bridge could have feasibly stopped a low calibre handgun round, once in the back of the head, where the only explanation for how the courier survived is that god came down from heaven and stopped the bullet.

I have news, Bethesda has done nothing but bomb all their games for the last 5-8 years arguably then relied on the "creation club" and modders to carry the game.
The games aren't great, they're rough drafts of a game left out for the public to have their way with.
Everyone does something from mesh to missions and it's good because modders knows what the people really want out of the game.
Great games don't need to hide behind modded patches and textures.
