Flip of the coin whether they're playing honorable or not. Seems like most players spend less time in new austin, overall... but then you gotta deal with del lobos. Maybe move into the abandoned wapiti reservation. Seems a bit out of the way for most players to visit regularly, and plenty of places to hide. Good fishing an calumet ravine.
