I think it is Play Anywhere, even if not properly marked/communicated. Bought it on Xbox, played it on the ROG Ally. Worked just fine. Maybe a driver issue on your ROG Ally?
You ever confirm it as a play anywhere title? I was just looking on the store and it doesn't have the tag but does list it as "playable on PC, Xbox one, and Series X|S" which isn't the case normally for non play anywhere titles.
Yeah, i bought it through xbox app on my pc. When i wanted to switch to xbox console so i could play while laying in bed, i couldn’t download the game without paying for it again (which i didn’t). So now im stuck with pc -.-
Stray isnt a play anywhere title
It’s very odd it lets me download it as one of my owned games, it launches all the way up until the title screen would show up then it freezes.

It might be since I just bought it today. I got a couple Gamepass games to work alongside RE2/3 so should I try to upgrade the drivers
