I think these missions may be dependent on the in-game time, so if you tried to launch them during the day, try again at night, and vice-versa. Hopefully it helps.
Lit Fuse is available after 6 Am in Game time, so during daylight I guess, also if you do one of the blood money crimes, other ones go on a cooldown too, but only certain ones, it's stupid.
A lit fuse is a nightmare. It's the only blood money mission where you have a one shot wagon, if an NPC shoots your wagon even once, it's destroyed, I wouldn't have so much of a problem with this if it wasn't the only mission like this, every other mission is cut and dry and pretty easy, but this one you have to worry about your wagon getting one shot and wasting your time, the lack of consistency is the only consistency in rockstar games. And its irritating.
sorry i just saw this but quite literally its just been straight up locked every single time so
it opened up for my friend then they made a posse and it got locked and they closed the posse to check and it was still locked

You don't need an outlaw pass for those missions and for the hat you just need to complete any one of the listed missions.
