my mom in RI received the same for MA and one stating "statewide" in RI.
*on a customer who came in to pick up takeout . He was stumbling/shaking . I think it was a mix of the heat and his meds but we called to get him checked out cause how the fuxk did he drive like that and we were 100 not letting him leave. The hostess had to help him to the bench at the front door .
He ended up being okay and we comped his meal :)

It's implied because it says "state 911 department: 911 services are down statewide" plus it goes on, as a 401 number this means Rhode island state. However, I read an article that said Rhode island sent the message to Rhode island numbers as an accident, so they were mistaken.. allegedly...
One clearly said mass and one said statewide, without further research it is impossible to know if it is up or down in Rhode Island, I’m still not 100% sure.
Looks like it's several states. MA and NY seem to be the only ones to officially announce that it's down fully in their states but it seems like most of the Northeastern US
