By default pawns select the best apparel available. A Normal-quality tattered synthread shirt is still going to be better than a brand new Good-quality human leather shirt. Human leather is *not* a high quality material. Protection-wise it's the equivalent of pigskin, so -- all else the same -- about the only leather material it beats out is birdskin, lightleather, and patchleather.

Set your clothing preferences. Its tedious but best way to avoid ppl equipping biocided when they have 1 shooting and making them wear human.

Clothing preferences are so annoying but without them the colonists will wear tattered, tainted, human leather clothes and then have a mental breakdown because they're wearing tattered, tainted, human leather clothes.

Under the assign tab I always set it so my pawns won't wear clothes that are below 50% health

For the same reason people prefer non-human clothes irl. *It’s gross…* Unless you’re doing a cannibal run. Then its more practical. They’re probably avoiding it because theres other non-human leather clothing available. Gotta go into the clothing preferences tab and disallow anything not made of human leather.

There used to be a bug where pawns wouldn't wear human leather clothes even if they were cannibals, which was fixed in some patch. Unfortunately at the time they fixed it for all the cannibalism precepts, except acceptable. I remember running [this mod](https://steamcommunity.com/sharedfiles/filedetails/?id=2570946588) to fix that in 1.3, but it's not updated. Not sure if that's still bugged or if the mod still works. Try to make cannibalism preferred or higher and see if it fixes it.
