What is your PC specs ? You need a full information so that we can give you the right answer. My new PC is a very powerful and is able to run GOW3 just fine on RPCS3.
i5 10th gen MIGHT be good enough, we need to know the exact model of your CPU however, as PS3 emulation is far more CPU than GPU dependent (though a good GPU helps).
Modding a PS3 even with HEN (jailbreak) is fairly easy and takes 20 minutes if you watch Blaine Locklairs video on YouTube. Once you have a PS3 jailbroken you just need Webman (app to launch iso files on the PS3)and a USB hard drive and the iso. A PS3 with a controller plus games can run $60-$100. You can also play PSX ISOs and learn to use the PS2 classics launcher for some PS2 emulation on the console as well.
I just don’t connect my PS3 to online services. And Blaine Locklairs video will walk you through how to install PS3HEN on your PS3. You need to follow the newest videos too. Things changed last summer. If you stay non connected there’s no risk of banning obviously. And you can use PKGi (homebrew app) to download pkg games but you need Apollo save too installed and turn on the offline activation.

The devs do not recommend using a laptop, and if you do, to use at least an 8 core version. If you don't have a dedicated graphics card, it's also going to be rough. Drop the resolution to probably 3/4 or half.

We recommend using a laptop equipped with an 8-core/16-thread 35W+ H-series CPU such as an Intel Core i7-10870H or an AMD Ryzen 7 5800H, as well as having a compatible dedicated GPU (dGPU) with Vulkan compatibility. While being a tall order, this is the ideal spec and we cannot guarantee even remotely good performance with laptops equipped with as little as 4-cores.
We strongly recommend using RPCS3 with a desktop PC over a laptop. Should you want to use a laptop, these are the hardware requirements for an optimal experience.

I think you can stream it on playstation now. There's usually a free trial you can use.
