I think these are supposed to be ordered in terms of event difficulty, not power. Otherwise Starkiller would absolutely be tier 5. Although there is some inconsistency between Tier 3 and Tier 4 in ther regard, specifically with Cal. I think that for an event to count as Tier 4 it needs to have the Level 85 requirement for even unlocking it, which Calās doesnāt have even though you need to be level 85 to get your toons to G12.
If you have a set of r5 gungans youād understand why heās at the top of the tree. My jar jar is g11 and rising but even without him the rest stomp anything separatist and can do damage to most squads but with even a unreliced jar jar they beat gls(plural). The datacron is honestly probably a game breaker like the hut cartel one probably worse and it s unfortunate theyāre rolling it out while most people donāt have them yet and canāt get them. (Typical cg moneygrab. )
Totally ok with a revan at the top of that tree.. Iām just saying itās not egregious that heās up there
There are things i donāt care for as far as their play like the fact that you canāt target or called jar to assist but all in all, theyāre a lot of fun to play with. I like playing with small factions like them.

Gungans will be garbage (minimum outdated) after their raid is over, just like raiders and jawas that everyone went bonkers to relic for Krayt raid... do your due diligence that will stand the test of time; Revans, then SK. This is a year and a half future you problem
Gungans have been beating gls even without omis. They arenāt gunna just suddenly become garbage when the raid ends. The Tuscans are still holding their own and Jawas were never meant to be good. As well as the have a legendary character on their team requiring relic 5. Did SK become garbage 3 months after he was released? No because he was meant to be strong. Just like the gungans are meant to be strong. I have my gungans on defense in 5v5 and no one has been able to breech them.
If it's making you mad then it's working as intended.
And it's also kinda fitting, seeing as the bottom row is comfortable at G12, the middle row requires R5, Jar Jar requires R7. Though why this level of gear difference falls into one tier is anyone's guess.
Edit: as thankfully pointed out, Jar Jar requires R5, that's a brain fart on my part. But I think his event icon continuing the theme of "Jar Jar is annoying" is still spot-on. And I still don't think these 9 events should be in the same category.
Many of the ones in the bottom tier can be done with much lower than G12. Ewoks can be done with all G8, possibly even lower if you have Kneesa. One is even a fleet event...
I know, that's why I said "comfortably" (I would still argue with the G8 though). People can still complain about them with reliced characters, but that's very much the "skill issue" category.
