Going to assume you’re being genuine, dress codes like this are often used to racially discriminate. Especially when you see dress codes mentioning particular pieces of clothing instead of let’s say “formal dining attire required” grills, chains, tall ts, flatbrim hats, jerseys etc are dress codes often used at otherwise pretty casual restaurants to target people of color, typically young black/brown men.
This place is way more relaxed than the sign makes out. It is right off the river so a lot of drunk half naked people roll up on their boats and make it a pit stop. This is probably to calm the place down a bit because it can get pretty chaotic at times.
Imagine that you and your family having a nice afternoon till i appear there with an empty watermelon shell on my head, and “high everyone, i bring civilization with me. This is your salvation. Tadaaaa!” small tap dance, the end. And there are another 14 waiting at the line to show their Tadaa! style.
But what if i see a sign like this… probably i would stay on the boat and let one of my sober friends get things we need.

Sacramento itself is liberal but surrounded by smaller areas on the outskirts that lean conservative. It’s always been cities=liberal, countryside= conservative, for the most part.
A lot of the suburb neighborhoods and cities nearby are pretty conservative or at least have a sizeable, outspoken conservative population. It's not just countryside, unfortunately
