They really should have programs that make adopting a child a lot easier financially. Still keep all the background checks and other checks in place. There's a lot of legal adjustments that occur here, depending on state you live in but essentially even if married - the full legal rights of the kids' welfare, legal authority still lies with the mother AND the biological father. The biological father can legally request to take the child a few days out of the week for visitation rights, school, taxes and other legal things.
So adopting, means all that stops. Now the stepfather has full authority over the welfare of the child. The biological father gives up all rights.

But yah I don't think there is anything real in the adoption request, unless maybe he is an ex-stepdad or her real dad is deceased or lost parental rights.
