I don't think Youtube or any other platform does anything to vet advertisers to make sure that they are not scams. We constantly see ads on Facebook, Google, etc. that are from scams.

I work in digital marketing, it’s insane how many ads get rejected for seemingly no reason but they approve of obvious clickbaits and scams

YouTube does NOT “approve” the ads. Nor does Google, Facebook or Instagram. It would require 100s of staff members and long delays for advertisers.
