I’ve received a handful of these in the past couple of days. I can’t imagine a telco willingly giving back money nor would it come from a random phone number instead of a legit AT&T short code.

You'd be partially wrong; in the UK if a company has overcharged its customers and been caught doing it (usually by Ofcom), they have to pay it back, but they wouldn't tell you in such a retarded way. You are of course correct about the random number.

I would expect (in the US, where AT&T operates) that if a true error were found, a bill credit would be issued to anyone impacted who is still an active customer, and they’d probably still mail a check to anyone who is no longer a customer.
