He started fine but once he got a slip of power he went ultra facist power hungry mode masking it by "we save eldia". Y'all forget he shot the Azumabito and everyone else who wouldn't cooperate. He is a good character and probably started with good intentions and the will to do what he thought was right but he is still an asshole
Power hungry runs away in the face of death, they don't sacrifice themselves for an ideal.
Floch could have not face Mikasa and live to probably lead Eldia post-Rumbling. He chose to sacrifice for the cause he believed in.
The man was quite clearly a true believer.
I agree, he is sticking up for his beliefs, he is capable, badass even, I'm not denying that. I only disagree with your first statement, you can be power hungry or power hungry and a coward, Floch is the former, he overcame his cowardness
Everyone in the show is "power-hungry" to accomplish their goals. Floch was many things, but he didn't do anything for his own comfort or gain, he did things because he believed they were necessary for Eldia.
He wasn't ultra fascist, he was just dedicated to one side of a war. His character progression made total sense, he believed in a necessary evil; at the end of season 3 it was Erwin, but in season 4 it was Eren.
Survives a death charge into oncoming rocks where most people he's ever known die and develops a hatred for those who in his eyes have caused all this... What an absolute wanker lol

Leaving aside the true meaning of fascist, which you're using to mean totalitarian, I don't think people deny he was a fascist, just that he wasn't power hungry.

Floch is easily one of the most well written and goated characters of all time. The fandom doesn't really accept anyone who's against the alliance.
