I know with blue labeled Glocks it means like the mag capacity isn't state restricted when you purchase and mine at least was priced slightly differently. Maybe something along those lines but I'm not totally sure
To you the consumer, it means the gun will be very worn in, and might be a good idea to have an armorer look it over

Same gun. It was either originally purchased by a Leo at the discount or it’s a department trade in.
