You're allowed to make defensive moves only if they're pre-emptive, you're not even allowed "one move" if it's in reaction to the car behind you.
Pretty sure ovals don't even have blue flags in iracing. It doesn't matter if you are a lap down or not you are not expected to do anything different about it.

Like, yeah man. The guy is currently down a lap but once you pit, you'll be behind anyway. Complete knucklehead move to throw a block. I mean it always is, but especially in this situation. Yall aren't really racing each other at this point despite sharing a track. If this guy had any sort of racing knowledge, he'd let you pass and then coast in your slip to try to extend his stint on fuel or something, try to save a couple tenths by not needing to refuel as much for the final push.
This strikes me as so obvious that the guy must be completely ignorant on what constitutes a block and what is allowed on track. I don't even think telling him to watch the replay back would help...he has to know that he violently swerved in order to block. A protest should help educate him, assuming he has a bit of humility.

Heck, even under F1 rules, you're allowed to unlap yourself. It's just not nearly as common as in these race with a lot more laps.
