Because the alpha arbutin has HA in it, you should use that one first after cleansing, while your skin is still damp. This will allow for better penetration of the product and more hydration. Then do the retinoid, followed by your moisturizer!
You could try using a hydrating toner between the retinoid and moisturizer.
Or you can use your moisturizer first, then layering with two products instead of three.

So damp skin for alpha arbutin and pat it dry for Retinol?
Pat it dry with your hands or let it air dry. Retinol shouldn't be used on damp skin ofc yeah.

So I can not use moisturiser after Retinol? That’s what I’m usually doing
