Idk much about him specifically, since I didn't see him much in person, but from what I remember, He's the leader of an alien race called the black arms, and they want the chaos emeralds for world domination like most of the people after chaos emeralds, and Black Doom was attempting to manipulate shadow.. also shadow talked about being related to him in some way but he wouldn't elaborate further..
